
The Citarum River Basin (CRB) is located in the province of West Java and covers a total area of about 13,000 km2. The basin is the most strategic river basin in the country, with a population of almost 28 million people in 2004 (more than 72% of the provincial total). The Citarum river system supplies 80% of Jakarta’s raw water.

Environmental degradation has reached a level that compromises public health and livelihoods, particularly for the urban and rural poor, and incurs additional economic and financial costs related to the source of bulk water supply. For these reasons the Government of Indonesia has determined to take positive actions towards improving water and land management in the Citarum river basin and this has led to a request to ADB to fund an integrated investment program as part of a broader “Roadmap” for achieving a shared vision of:
“the government and communities working together for clean, healthy and productive catchments and rivers, bringing sustainable benefits to all people of the Citarum river basin”.
